If you or whomever the felon is can get a passport there shouldn’t be any problem coming to Thailand. Unlike some countries there are no questions on the customs and immigration form regarding arrest or conviction history in Thailand. Depending on the crime that was commited it may be hard to get a passport, that’s up to the passport office in your country. Good luck.

It depends on the felony. Best thing to do is apply for a passport and then request a visa before you go. You’d hate to get to the immigration and get turned away.
Just because your Government gives you a passport doesn’t mean a foreign country will let you in.

Depends on what kind of record and if the person is allowed to travel out of state.
Usually for serious crimes, the person may be barred from entering if the record is reflected for international attention.

If you have a valid passport, you can enter Thailand. Nobody checks your criminal record upon entry …. unless you happen to be wanted by FBI and/or Interpol.
